What the tool does
The Google Safe Browsing check answers whether Google knows about malware or phishing on that domain. The CMS check reads the public page source (generator meta tag and headers) and looks for known platforms.
This tool cannot detect a hacked site that Google has not registered yet - that is a limit of every public check, which is why regular maintenance stays the first line of defence.
